Introduction
Assoc. Prof. Dr. Le Ngoc Quynh Lam has been involved in higher education quality assurance and accreditation for more than twelve years. She has held various positions, including Director of the Center for Education Accreditation at Vietnam National University—Ho Chi Minh City (CEA-VNUHCM) and Head of the Quality Assurance Office at Ho Chi Minh City University of Technology at Vietnam National University—Ho Chi Minh City, Vietnam.
Assoc. Prof. Dr. Le is an active researcher, speaker, and lecturer, as well as a project leader for a variety of national and international educational capacity development projects.
Assoc. Prof. Dr. Le serves as the license assessor for program and institution assessments in accordance with Ministry of Education and Training of Vietnam (MOET) standards. She is also the program head of the Training Program for Accreditation Assessors in Higher Education and the chairperson of the Education Accreditation Council of CEA-VNUHCM.
She graduated with a master’s degree in Industrial Systems Engineering from the Asian Institute of Technology in 2002 and a doctorate in Logistics from Korea Maritime and Ocean University in 2010. Prior to that, in 2000, she graduated from Ho Chi Minh City University of Technology at Vietnam National University—Ho Chi Minh City in Vietnam with a Bachelor of Electronics Engineering.
Assoc. Prof. Dr. Le’s research and teaching interests include education leadership and administration, project management, quality assurance and accreditation, operations management, and lean technology.

Assoc. Prof. Dr. PHAN THANH BINH
Former President of Vietnam National University – Ho Chi Minh City
Introduction
Prof. Dr. Phan Thanh Binh earned his PhD from Joseph Fourier University (France) in 1998. He currently serves as a member of the University Council of Ho Chi Minh City University of Technology (VNU-HCM) and is a member of the Global Advisory Board of Fulbright University Vietnam.
He is a former Professor of Materials Science at Ho Chi Minh City University of Technology and has held several prominent leadership positions in academia and public service. He served as Director of Vietnam National University Ho Chi Minh City from 2007 to 2016, and was a Member of the Central Committee of the Communist Party of Vietnam (11th and 12th terms). From 2016 to 2021, he was a Member of the National Assembly and a Standing Committee Member, serving as Chairman of the Committee for Culture, Education, Youth, Adolescents and Children.
Prof. Dr. Phan Thanh Binh has been a member of the National Council for Science and Technology Policy since 2002 and of the National Steering Committee for Education Reform since 2017. He is also actively involved in executive bodies of various regional and international academic networks, including AUN, AUF, and CONFRASIE.
Since 2023, he has contributed to leadership training programs in university governance and accreditation for academic managers at VNU-HCM and beyond. Throughout his career, his work has focused on higher education governance, equitable access to education for ethnic minority and disadvantaged children, and the promotion of Vietnamese cultural and traditional values.

Assoc. Prof. Dr. Lam Thanh Hien is the President of Lac Hong University. He obtained his PhD in 2017 and was appointed Associate Professor in 2025. With extensive experience in teaching, academic management, and research, his expertise focuses on information technology, artificial intelligence, and data science. He has led and participated in numerous ministerial- and institutional-level research projects, and has published many scientific papers in reputable national and international journals. In addition, he is the author of several books and textbooks on AI, machine learning, and smart technologies, contributing significantly to the advancement of education and digital transformation in Vietnam.

Dr. Nguyen Thanh Giang
President – Ho Chi Minh City University of Economics and Finance
Introduction
Dr. Nguyen Thanh Giang is a senior academic leader and expert in higher education management and quality assurance, with extensive experience in academic administration and institutional governance. He currently serves as President of Ho Chi Minh City University of Economics and Finance (UEF) and is a member of the Education Accreditation Council, as well as an accredited reviewer certified by the Ministry of Education and Training.
He earned his PhD in Information Systems from Voronezh State University of Architecture and Civil Engineering (Russian Federation) in 2014, following a Master’s degree in Information Technology from Vietnam National University Ho Chi Minh City and undergraduate degrees in Information Technology and Economics.
Throughout his career, Dr. Nguyen Thanh Giang has held key leadership roles in academic affairs at several universities, including Head and Deputy Head of Academic Affairs and Vice President. His work has focused on planning, implementing, and overseeing academic programs, as well as ensuring training quality in alignment with institutional development strategies.
He has completed professional certification in higher education accreditation and has been actively involved in quality assurance activities, contributing to evaluation processes and institutional quality improvement initiatives within the Vietnamese higher education system.

Dr. Ashim Malhotra
Vice President for Institutional Effectiveness and Accreditation at California Northstate University
Introduction
Ashim Malhotra, PhD, FAAPE, FASPET is the Vice President for Institutional Effectiveness and Accreditation at California Northstate University (CNU). An internationally recognized leader in pharmacology education, he is renowned for pioneering interprofessional education (IPE) models and healthcare academic transformation. With over 53 prestigious awards, he oversees a diverse academic enterprise of six health professional colleges and has taught over 3,000 students.
Biography
- Education: Dr from St. John’s University (NYC); Advanced research in Mitochondrial Pharmacology at NYU School of Medicine.
- Current Roles: VP at CNU; Professor of Pharmacology; Founding Director of the Institute of Teaching and Learning Excellence (ITLE).
- Expertise: Institutional & Programmatic Accreditation (ACPE, WSCUC), Clinical Pharmacology, and Faculty Development.
- National Leadership: Chair of the ASPET REACH Committee; Former Chair of Global Education for the American Association of Colleges of Pharmacy (AACP).
- Mentorship: Guided over 70 students and 80 faculty to national research and innovation honors.
- Honors: Fellow of ASPET (FASPET) and the Academy of Pharmacology Educators (FAAPE); recipient of 53 professional awards as of 2026.

MA.Nguyen Thi Huyen
Lecturer – University of Science, Vietnam National University Ho Chi Minh City
Introduction
Nguyen Thi Huyen is a senior expert in higher education quality assurance, intellectual property (IP), and university governance, with over 23 years of experience in academia, policy advisory, and capacity development. She is a lecturer in Biology and Biotechnology at the University of Science, Viet Nam National University Ho Chi Minh City, and serves as an advisory board member, quality assurance assessor, and trainer at the VNU-HCM Center for Educational Accreditation.
Appointed as a national accreditor by Vietnam’s Ministry of Education and Training and an ASEAN University Network (AUN-QA) assessor, Huyen has conducted over 60 institutional and program-level assessments across Vietnam and the ASEAN region. Her work has contributed significantly to aligning higher education systems with international standards, particularly in outcome-based education, digital transformation, and internationalization.
With interdisciplinary expertise in biology, microbiology, law, and educational management, she previously held leadership roles as Director of the Center for Educational Excellence and Head of Inspection, Legislation, and Intellectual Property at the University of Science, Viet Nam National University Ho Chi Minh City. She has led major reforms in institutional governance and IP systems, resulting in enhanced innovation capacity and successful patent development.
Huyen has contributed to large-scale international projects with USAID and DAAD and has delivered over 130 training programs for academic leaders and policymakers.
